Officials and employees can voluntarily choose one of three shift timings - 7.30am to 3.30pm, 8.30am to 4.30pm, or 9.30am to 5.30pm.
They would be encouraged to work in one of the three shifts in similar numbers so that traffic could be effectively reduced and the office-hour congestion alleviated.
