Accident 'red tape'

A survey of traffic-accident victims found that 53 per cent were not satisfied with the government's accident-protection scheme, due to the red tape involved.

Under the scheme, those involved in an accident are entitled to claim financial assistance towards their medical expenses.

The Consumer Foundation conducted an opinion survey of accident victims who had filed claims with the government. Altogether, 666 people participated in the survey from March to June last year.

The survey showed that 53 per cent had not exercised their rights under the Accident Victims Protection Act because the procedures were "inconvenient". Only 42 per cent - or 280 people - claimed their rights.

However, more than 99 per cent of those 280 people cited problems in exercising their rights under the Act.

Saree Ongsomwang, secretary-general of the foundation, said most of the problems arose from a lack of explanation at hospitals, such as medical workers not informing patients about their legal rights or the medical services available.
