"The EC is expected to discuss the pros and cons for the EOM thoroughly in order to find the best option for Thailand," said secretary-general Suthiphon Thaveechaigarn.
Suthiphon outlined to the EC the outcome of his Thursday talks with a team of European Union representatives.
"It is now clear that the EU-proposed memorandum of understanding [MoU] is negotiable and that it is a prerequisite to activate the monitoring by the EOM," he said.
He said at this juncture it was still uncertain whether the EC would agree to sign the MoU.
EC member Sumeth Upanisakorn said he had yet to form an opinion on the MoU.
"I still have doubts about the merits of the MoU, although I understand that many want foreign observers to check on the balloting," he said.
He added that the EC had sufficient time to finalise its decision before it had to reply on the issue, two months ahead of the December polls.
