The 26-year-old has been a free agent since leaving Marseille in the summer, and so his movement is not restricted by transfer windows.
Wigan manager Chris Hutchings, who has been on the look-out for a left-back since Leighton Baines moved to Everton, described Olembe as "the final piece of the jigsaw."
"He's a clever player, he's got pace, a great left peg and is strong in the tackle," he added.
Olembe has previous experience of the Premiership, having turned out 12 times for Leeds United in 2003-04.
"Hopefully there will be no problems. Salomon will come in and give us competition for places," Hutchings went on.
"He knows what it's like over here, he speaks the language, which is very, very important, and he gives us good quality.
"Places are up for grabs and players will be chasing that shirt to make sure they get it."
