The 21-year-old has agreed a five-year deal and is the latest piece in manager Sam Allardyce's revolution.
"I believe very much in Sam Allardyce and believe they're going to be one of the top teams," Enrique said. "I would like to thank Newcastle United for showing the faith in me and giving me this chance."
"It has always been a dream of mine to play in the Premier League. I am still young and I think I can grow up here," he added. "I have always thought the English style is like my style."
The deal comes hot on the heels of the 6-million-pound deal with Manchester United that saw Alan Smith move to St James' Park.
