The Office of Transport and Traffic Policy and Planning (OTP) is preparing to appoint consultants to conduct feasibility studies for five mass-transit electric-train projects worth Bt815 million.

The railway projects include the Red Line, from Rangsit to Bang Sue, Bt95 million; Light Green Line, Sukhumvit Soi 107 (Soi Baring) to Samut Prakan, Bt220 million; Dark Green Line, Mor Chit to Saphan Mai, Bt250 million; Red Line, Makkasan to Bang Sue, Bt150 million; and Pink Line, Pak Kret to Ram-Indra Road, Bt100 million.

A Transport Ministry source said the most worrisome issue was defining the qualifications of bidders. The requirements would have to be clear, because of the large number of contracts, each of which contained a high-value investment.

The source said that therefore the authorities would have to be cautious, so as to prevent collusion among bidders.

Earlier, the OTP tried to appoint consultants directly to study the feasibility of the Green Line, but the Transport Ministry did not agree with the OTP, because it was afraid it would not be transparent. The ministry therefore wanted to open bidding to seek new consultants.
