TOT forced to talk

The national telecom regulator will force TOT into talks with cellular operator Total Access Communication (DTAC) over their interconnection-charge dispute.

The National Telecom-munications Commission decided yesterday to enforce last week's recommendation of its dispute settlement panel.

DTAC sought dispute resolution over the impasse on February 13 following TOT's refusal to negotiate a settlement. The commission introduced the charge for all operators in May last year. It requires voice and data revenue be shared when customers of one network call another on a different network.

DTAC and True Move stopped paying TOT access charges in November last year and adopted the commission's interconnection fee.

Now, TOT and CAT Telecom have decided to sue DTAC and True Move for unpaid access charge.

Commission secretary-general Suranan Wongvithaya-kamjorn said it expected TOT to comply with the negotiation order within 30 days of notification.
