Telecom hearing

The national telecom regulator yesterday began its first public hearing of draft regulations governing the quality of voice communications services, expected to be finalised next month.
All telecom operators will be given a fixed period in which to comply with the regulations, National Telecommunications Commission (NTC) member Prasit Prapin-mongkolkarn told the hearing. "If they fail to comply with the standards, or their service affects the quality of other operators and consumers, their licences will be revoked until they can meet them," he said. The regulations cover voice services provided by fixed-, mobile- and satellite-phone operators: the time taken to connect new subscribers and to repair faults, the number of the number of successful calls and service failures, and billing accuracy. For example, fixed-line operators must fully install their service within 10 days of subscription and repair faults within eight hours. Representatives of telephone operators agreed with the 10-day period, but asked the NTC for clearer definitions of the terms "unsuccessful call" and "successful call". Usanee Mongkolporn The Nation
