Key points of the ASEAN terror convention

CEBU, Philippines - Following are key points from ASEAN's first convention on fighting terrorism, which leaders of the Association of Southeast Asian Nations signed here on Saturday.

The agreement says that:

-- "Terrorism cannot and should not be associated with any religion, nationality, civilisation or ethnic group"

-- That ASEAN countries are "deeply concerned over the grave danger posed by terrorism to innocent lives, infrastructure and the environment, regional and international peace and stability as well as to economic development"

-- That they will cooperate to "counter, prevent and suppress terrorism in all its forms and manifestations", but in line with "non-interference in the internal affairs" of member nations

It says that would include cooperation on exchanging intelligence, enhancing inter-faith dialogue, and ensuring perpetrators are brought to justice as nations aim to prevent:

-- "The commission of terrorist acts, including by the provision of early warning"

-- "Those who finance, plan, facilitate or commit terrorist acts from using the irrespective territories for those purposes"

-- "The financing of terrorist acts"

-- "The movement of terrorists or terrorist groups by effective border control and controls on issuance of identity papers and travel documents"

The nations also agree to:

-- Fairly treat anyone taken into custody due to the agreement

-- Promote the rehabilitation and social reintegration of those who commit terrorist acts

-- Assist each other with criminal investigations

-- Extradite offenders or submit their case for prosecution in their own courts" without undue delay"

The accord still needs to be ratified by the member states before it comes into effect.
