Reparation for noise at new airport

The Transport Ministry will compensate homeowners suffering excessive noise generated by aircraft at Suvarnabhumi Airport.
Pollution Control Department director-general Supat Wangwongwattana said it measured aircraft noise in several areas. The data will be used by a Transport Ministry committee to calculate compensation to be paid to owners by January 31, he added. Homes within 10 kilometres to the north and south of the airport are worst affected. Some have a noise-exposure forecast, or NEF, exceeding a factor of 40. A NEF is a method developed by the United States Federal Aviation Agency to predict the degree of community annoyance from aircraft noise. For instance, residential areas should have a NEF of 30 or less. A NEF above 40 is suitable for industrial and recreational purposes only. Affected homeowners can choose to accept a compensation payment, have their homes purchased by the government or soundproofed, Supat said. Airports of Thailand (AOT) has already said it would purchase 71 homes in areas with excessive noise. Most homeowners there want to move but many are yet to reach agreement over compensation.
