Court sends duo to two years in jail

A former director-general of the Physical Education Department and a project coordinator were each handed a two-year prison term yesterday for refusing to pay a contract fee to a construction company that built a sports stadium in Pathum Thani province.
Suwan Koosujarit and Witthaya Wongsaman were found guilty of malfeasance for not paying Bt10 million over six instalments bet-ween November 1988 and August 1990 to Property Planning and Development Co Ltd, which had won a contract to build the sports stadium. The Criminal Court of Southern Bangkok rejected the defendants' argument that the decision not to sign a subcontract to accept the stadium rested with a five-member inspection committee, which subsequently authorised them to withhold the payments. The court acquitted the five inspection committee members, saying they had nothing to do with Suwan and Witthaya's non-payment of the money. Suwan and Witthaya said they would appeal the ruling and were released on bail of Bt200,000 each.
