NLA group in lotteries threat

A group of National Legislative Assembly members led by Prasong Soonsiri gave the government an ultimatum yesterday: Abolish the two- and three-digit lotteries in two weeks - or face a charge of negligence of duty.
If the lotteries dispute drags on after the deadline, the group said it would charge Deputy PM and Finance Minister Pridiyathorn Devakula with negligence of duty at the National Counter Corruption Commission, for failing to order a probe into the operation of the lotteries. Pridiyathorn oversees the Government Lottery Office. The Council of State ruled last week that two- and three-digit lotteries an unlawful creation of the ousted Thaksin government. A group member said the group also planned to lodge an indictment against ousted premier Thaksin Shinawatra's entire Cabinet for operating the lotteries without legal authority. The group was working on the wording of the indictment and expected to complete it by next week. "If the government dismisses our group's request and still goes ahead with its three-readings-in-a-row passing of the bill [that will allow the lotteries to resume], we'll submit the indictment to the NCCC," he said. Meanwhile, a group of disabled lottery vendors led by former senator Narong Patibatsorrakij asked NLA speaker Meechai Ruchuphan to include some conditions beneficial for them in the bill, and to set up a fund to specifically help disabled vendors. The group called for the price controls on original lottery tickets and an increase in the GLO board from three to six members, with representatives for disabled vendors. NLA deputy speaker Jaral Kullavanich said the government shouldn't pass the bill in one sitting, but listen to public opinions.
