2-3 digit lottery is ruled illegal

The Council of State yesterday ruled that the two- and three-digit lottery violates the Government Lottery Act 1974.
The council, headed by Panas Simasathien, held a special meeting following a request by the government to interpret whether the lottery initiated during Thaksin Shinawatra's government transgressed the Act. It ruled that the Government Lottery Office (GLO) could not legally issue such a lottery but the government could do so under the Gambling Act 1935. Police Maj-General Surasit Sangkhapong, former director of the GLO, failed to clarify some doubts raised by the Assets Examination Committee about the two- and three-digit lottery, AEC member Udom Fuangfoong said yesterday. The AEC is investigating whether the GLO under Surasit had used lottery revenue for the Thai Rak Thai Party's political campaigns.
