NLA members debate on the government's platforms

Prime Minister Surayud Chulanont delivers his government's policies to the NLA on Friday. Many NLA members said the policies are well written but very difficult to achieve within one year, The following is their scrutiny:

Viriya Namsiripongpan :

Viriya, who is from the Council of Disabled People of Thailand, said at least one disabled representative should be included in the Constitution Drafting Assembly and play a part in drafting the model scheme on national communication resources.

The state's communication tools should be designed to be disabled friendly, he added.

He also asked the state to support local and community products of disabled people as well as participating in social activities such as sports and tourism. He urged for a special policy on disabled people to be launched to take care of them.

The state has failed to look after disabled people for a long time, especially concerning jobs. The disabled representatives should be added to a committee of the government lottery to oversee the allocation of income to disabled and under privileged people.

Wallop Tangkhananurak

He was unmoved by the government policies declared because they did not seem to be able to give confidence to public.

The government may be under pressure as it is not an elected one and therefore had to prove itself to the people.

He suggested the government should add four policies to the current policy. The four are: anticorruption policy, the political reform policy, the economy sufficiency policy and the harmony policy. The government should try to turn vision into action.

Praphan Khunmee

He agreed that Surayud government was under pressure from the people.

However, we know that the overthrown government was not moral, thus the current government should create it [moral] and ethical including they have to prove that how they can create both [moral and ethical].

The government should hasten political reform by drafting a model political plan. Meanwhile, they have to reflect on some politicians in the Thaksin government who involved with conflict of interest to people.

He called on the government to amend some laws relating to corruption, adding that people could filed complaint against government officials and politicians.

Wutthipong Priabchariyawat :  

He was disappointed that the interim government's policy platform mentioned nothing about solving national crises.

Instead of plugging the loopholes causing political trouble, the government gave priority to minor matters such as reducing the national lottery jackpot prize and banning alcohol advertising.

He slammed the government for appointing the wrong people to the Cabinet. Energy Minister Piyasawasdi Amranand was no better than Thaksin's men because he supported privatisation like the previous government.

Education Minister Wijit Srisaan was involved in drafting the national education law which had caused trouble for education reform.

Deputy Prime Ministers Pridiyathorn Devakula and Kosit Panpiemras had both served private banks. Nothing seems to change; they will hardly serve the needs of the people.

Wissanu Kreangam :

The government should consider more than 400 draft legislations initiated by the previous administration and awaiting approval.

This was a good opportunity to pass or amend laws since the National Legislative Assembly was working together with the government.

Phaisarn Phuetmongkol :

The government should review mega projects launched by the previous government and the government might be able to save about Bt100 billion.

The project of government office centre as an example. The previous government forced government agencies to lease space for offices from a private sector at an inflated rate of Bt400 per  square metre, compared with Bt100 market rate.

The project would cost the government about Bt86 billion but if the government build the centre itself, it would have to pay only Bt13 billion.

The project to buy 2,000 NGV buses would cause the government to pay Bt18 billion higher than the market prices and the project would eventually benefit PTT Plc, whose major shares are held by politicians in the previous govenment.

Some Cabinet members also defended persons under investigations by the Assets Examination Committee and the corruption probes so far failed to take action against "big fishes".

Waemahadee Waedaoh :

The government's policies for finding solutions to the violence in the deep South are not clear, said Waemahadee. It was mentioned only slightly under policy number 5.1, which he thought is not appropriate.

Having been in touch with local residents, Waemahadee said they know best what is going on in the region, and honest bureaucrats who comply with the law are crucial to solving problems.

He also called for the reform of the justice system in the deep South, an issue which lies at the heart of the problem. There have been many cases of illtreatment of suspected Muslim militants by officials, he said, adding that the authorities should provide lawyers for those suspects.

The government should also put greater emphasis on education. Currently, the region suffers from an insufficient number of teachers as 3,000 positions are still to be filled, said Waemahadee.

Prasong Soonsiri :

The government has delivered very beautiful policies but will be very difficult to achieve them, particularly since this government has a limited term of only one year. This government has been appointed to govern the country during an unstable and transitional time.

The present government has a commitment to tackle the four points the military cited to topple the previous government. If it fails to do so, many people will lose trust in the government particularly those in urban areas as they still retain knowledge about the previous government.

It is a good move to turn enemies into your friends, but it would be very dangerous if you turn friends into enemies.

In the two months after the toppling of the previous government, many people have shown that they are  uncomfortable and unhappy about the seizure of power. Therefore the government and the military should exert more cooperation in dealing with the problems.

This government should also turn the Royal Thai Police into the people's authority, a change from the previous government that used it for personal gain.

Purachai Piumsombun :

Purchai Piumsombun Friday that the interim government should review its performance every three months.

Speaking during the debate on the government policy, Purachai said the government should review its achievements every three months because it has only one year term, instead of being in office for four years like a normal government.

He said the government should also support the small and medium-sized enterprises as economic bases for the people.

Purachai also called on the government to make a master plan for promoting morality and ethic among members of the public.

the government should make a balance and instead of a deficit budget.

He said the government should also announce what it would not do during the one-year term, such as announcing that it would not carry out mega projects.

Purachai also called on the government to solve the four main problems cited by the Council for National Security as reasons to stage the coup.

Col Parnthep Phuwanartnurak :



The government should not change good policies of the previous government. This government must dare to reprimand Cabinet members who committed irregularities.

It was good that Prime Minister Surayud Chulanont apologized to Muslims in the deep South but Surayud should go on air to say an apology to the entire country as the southern problem has become a national problem.

The government should immediately replace the director of the National Intelligence Agency with a civilian because the NIA is now headed by an army general, prompting the agency to miss intelligence news from civilians.

The government should downgrade the Royal Thai Police from an independent organisation to be an agency under supervision of a ministry. Police could be transferred back to be under the Interior Ministry.
