Cabinet fills out civil posts, appoints political advisers

The Cabinet yesterday approved a number of senior positions for civil servants and political office holders, including the appointment of Julayuth Hiranyawisit to the position of permanent secretary to the PM's Office.
Julayuth was elevated from his current position of deputy permanent secretary. The previous government sidelined him in order to promote Maj-General Peeraphan Prempooti, seen as an ally of deposed premier Thaksin Shinawatra. Following the September 19 military coup, Peeraphan became an adviser, considered an inactive position, attached to the PM's Office. In yesterday's appointments, Lt-General Krisana Phol-anan became a PM's Office inspector. He was removed two weeks ago from his post as secretary general of the Office of Narcotics Control Board. Damrong Pidet will become an adviser to the prime minister. Before this, he was the director general of the Department of National Parks, Wildlife and Plant Conservation - and seen as a henchman for the previous government. For political appointees, five were named advisers to the prime minister. They are General Wattanachai Chaimuenwong, Nidir Waba, Chalongphop Sussangkarn, Amorn Chandarasomboon and Pairoj Rattakul. Two other political office holders, Surapong Jayanam and Weerachai Weeramethikul, became deputy secretary generals to the prime minister. In the Education Ministry, Khunying Kasama Varavarn will move from permanent secretary to the secretary general of the Office of Basic Education Commission (Obec). Charuaypon Toranin was promoted from a deputy post to succeed Kasama. The ministry also rotated 10 C-10 officials. Key appointments included Chinapat Phumirat becoming deputy permanent secretary and Manthana Sangkhakrit assuming the post of deputy secretary general of Obec. The Cabinet also approved the Public Health Ministry's proposal to appoint nine C-10 officials, including Narongsak Ungkasuwapala to be director-general of the Health Department and Siriwat Tiptaradol to be the secretary-general of the Food and Drug Administration.
