Nesac to propose framework for three rail projects

The National Economic and Social Advisory Council (Nesac) is preparing to propose a framework for the bidding terms of reference for the capital's three rail projects to the Council for Democratic Reform (CDR) and the next government, its chairman Gothom Arya said yesterday.
He added that the framework would focus on funding for the projects, speeding up the civil engineering work, and drafting transparent contract agreements.The move came after the CRD ordered Nesac to study the terms of reference (ToR) of the rail projects. Gothom said Nesac had previously called a meeting by inviting participants from both private and state agencies to discuss the ToR. The meeting suggested the substance of the ToR should consist of arranging for initial funding to finance the civil engineering works. In addition, the ToR should have a technical rule for passenger delivery during rush hour as well as city planning for areas surrounding train stations. The period for bidders' documentary preparation should also be extended from 90 to 120 days.
