Kularb Kaew probe languishes

The Business Development Department will decide whether to transfer the Kularb Kaew's investigation to the police this week, the deputy director-general of the department, Dusit Uchupong, said yesterday.
The department wrapped up its investigation in July. The second investigative team under the Commerce Ministry, however, said that some points ought to be investigated further so that problems did not crop up after the ministry hands over the case to the police.Dusit said although the department was ready to pass on its first investigative report into whether Kularb Kaew was a nominee for Singapore-based Temasek Holding, the department had to consider the second team's suggestions. The department's legal team is now considering the recommendations and will draw its conclusions soon. The second investigative committee led by Yanyong Phuangrach, deputy permanent secretary, indicated in a letter after being asked to hand over their responsibilities yesterday that the department should reconsider some issues in the case such as technical-term definition and details of the Alien Business Law. The department is also looking into 16 other companies to probe whether they too are nominees. Dusit said the cases of the 16 companies were different from the circumstances of the Kularb Kaew case. The department has to take into account the shareholding structure, share transfers, and privileges that cover voting rights and dividend payments. Petchanet Pratruangkrai, The Nation
