'All parties should choose'

The Election Commission should convene all political parties to discuss a suitable date for a new election in case the April 2 election is ruled invalid, Cabinet secretary-general Bowornsak Uwanno, said yesterday.
Bowornsak said after a meeting with key members of the Thai Rak Thai Party at Government House that the government would not issue a new royal decree for the new election if the previous election was nullified, as the old one was sufficient. Deputy Prime Minister Wissanu Krea-ngam said the caretaker government would not rush to convene the new House before the Constitution Court ruled whether to validate the electoral process and the balloting outcome. "The 30-day deadline to call the House into session is not as important as fulfilling the required quorum," he said. Wissanu said that in his personal opinion it was necessary to fill all 500 House seats before activating the legislative work. The Constitution Court will convene on Monday to review legal issues relating to the April 2 election and the balloting results from the repeat vote. Wissanu said that although he could not predict how the verdict would turn out, relevant agencies had drawn up contingency plans to comply with the judicial review. Authorities will have to study the details of the upcoming verdict before deciding on the next move because the court had the leeway to invoke a number of provisions in order to pass judgement on the election outcome, he said. What is known in lay terms as "electoral cancellation" can lead to many legal options to rectify the electoral process, he said. For example, should the court cancel the royal decree for the April 2 election, rectification would be different from that prompted by cancellation due to flawed supervision of balloting, he said. Bowornsak said he would not recommend His Majesty the King to preside over the convening of the House while relevant legal issues remained unresolved.
