Wisut moves to censure Apirak

Bangkok City Council's final general meeting became heated yesterday when a councillor threatened to complain to the Administrative Court because a censure debate against Governor Apirak Kosayodhin was not put on the agenda.
Thai Rak Thai city councillor for Lat Krabang Wisut Samrejwanit said he was upset and could not understand why the debate was not put on the meeting's agenda. Wisut threatened to file a compliant to the Administrative Court, saying his party had submitted a debate request signed by 25 councillors. Many Democrat councillors then protested against Wisut's comment, which led to nearly two hours of argument. Council chairman Thana Chirawinij, a Democrat from Din Daeng, then concluded that the debate request failed because it was two signatures short. Thana said TRT must follow procedures and re-submit the request, and if the topic was deemed to be of urgent importance, he would consider extending the meeting term. Wisut had claimed that Apirak's administration often came up with strange methods. The latest, he said, was transferring money from 16 road projects worth about Bt20 billion to fund a Bt24-billion extension of the Skytrain line from On Nut to Bang Na. "Is it a move in hope of wooing voters in the next elections for district councillors?" he asked, referring to Sunday's elections. Apirak said later his move to use funds from the cancelled road projects for the Skytrain extension was not final. His deputy Panit Wikiset would conclude the budget plan and submit it for city council approval. He said he would consult Thana on whether the meeting term could be extended to enable the current city councillors to consider and approve the plan.
