Prinya Nutalai, 65, the Natural Resources and Environment vice minister, graduated from Colorado University with a doctorate of philosophy.
A lecturer of geology at the Asian Institute of Technology, on his return to Thailand he was appointed to the national environment committee. Prinya began his political career when Prapat Panya-chatiraksa, former Natural Resources and Environment minister, made him a vice minister. During the government's attempt to privatise Egat Prinya was appointed the chief of the Public Hearing Committee. However, his political status breached the regulations of the National State Enterprise Policy Committee, which forbids politicians from holding such office. As a result Prinya was sued, along with five other people, in a case brought before the Supreme Administrative Court (SAC) by the Consumers Foundation. A further 11 people were also named in a second writ related to Egat's privatisation. The SAC yesterday ruled to cancel the enactment of two royal decrees related to Egat's proposed privatisation.
