Way out for teachers in transfer plan

Once oversight of government schools is transferred from the Education Ministry to local administration organisations, teachers will be allowed to continue working at their old schools as civil servants, initially on a five-year term that can later be renewed on an annual basis, the government's committee on decentralisation resolved yesterday.
The committee chose this course despite an Education Ministry proposal that teachers not wanting to become employees of local bodies should be able to continue working at their transferred schools until retirement, said panel member Wuthisan Tanchai. He said many local bodies and schools throughout the country were found to be ready for the transfer. The panel appointed a sub-committee to consider additional transfers on a case-by case basis, under two conditions: that the local body can financially support the school's academic affairs at the same level as the Education Ministry and that it must develop a human-resource development plan, such as having more mathematics and science teachers in the first year. Wuthisan said further conditions would be discussed next week, but he is confident the transfers will be completed before this year's first semester.
