Some progress on laws covering Internet trading

The National Electronics and Computer Technology Centre (Nectec) will release four Royal Decrees this year to encourage electronic transactions, security on the Internet, and electronic commerce in Thailand.
Surangkana Wayapard, a specialist at Nectec, said the first decree covers electronic transactions in the private sector and a draft has gone to Cabinet for approval by April. It aims to set standards for government-to-government, government-to-customer and government-to-business dealings. The second covers electronic payment service providers. This is still being worked on and should be complete in the third quarter of this year. It is all about measures to cover electronic transactions and building confidence among users of online business. The third is the Certification Authority decree, which will give businesses the authority to certify electronic transactions. It will be ready in June. Fourth is the information security decree, which will create trust and security in Internet transactions. It is expected to be prepared by the third quarter of this year. She said the agency believed that electronic laws are very important in an age of technology because of the global nature of today’s business activities. “Thailand records e-commerce transactions worth more than Bt60 billion a year. The market will expand spectacularly. The decrees will support electronic transactions, security, and privacy on the Internet,” Surangkana said. Also being worked on, or awaiting government approval, are the Electronic Transactions Act, the Computer Crime Bill, the National Information Infrastructure Bill, the Data Protection Bill and the Draft of the E-Fund Transfer Law.
